General Statement

Authority to Receive Gifts

Approval by the Chancellor

Solicitation of Gifts

2. Sale of merchandise (such as candy, baked goods, etc.).
3. Requests for money, equipment or supplies.
4. Contests requiring a fee to enter, 其利润将用于支持该组织或其活动.
5. Solicitation via e-mail or the RSCC website.
礼品的接收、会计、盘点、处置和报告
1. All gifts of money shall be properly receipted. 赠与人应当及时将确认赠与的凭证连同收据寄交赠与人.
2. Prior to the beginning of any fund raising activity, 业务与财务副总裁应批准所有收据的管理方式.
3. Gifts of personal property, securities, 其他实物或服务必须在接受前向总统报告, 使用适当的申请表，记录物品的需求和预计用途. 赠与人应当在接受赠与前提供其公允市场价值的证明文件. Gifts shall be acknowledged promptly in writing.
4. 本机构不承担为纳税目的确定赠与价值的责任. 赠与个人财产或者有价证券的，应当按照赠与当日的公允市场价值入账. 最终价值的确定应由业务和财务副总裁或其指定人员负责.
5. 设备赠予应当按照机构资本化政策进行适当盘存.
6. 受制裁的俱乐部和组织不得设立独立的支票账户或储蓄账户. All funds must be deposited with the Business Office.
7. 所有捐赠应保持记录，并应每年或按要求向校长提交此类捐赠的报告. 本机构收到的礼物和罗安州立基金会收到的礼物应分别保存一套记录.
8. 提供给机构的公司股票，机构可以在收到股票凭证之日起60日内，通过或者与注册证券经纪人协商出售. Each sale may be executed by the president. 持有超过60天的股票，必须经校长或其指定的代表批准才能出售.
Restricted Gifts
All gifts with restrictions as to use shall be recorded as "restricted". 捐赠的书面确认应说明该机构对该限制的理解.

所有受限资金的记帐方式应与机构持有的所有其他资金分开，以保持资金的完整性. Any unused restricted funds shall be returned to the donor, 除非捐助者同意将任何剩余资金另作用途.
Roane State Community College Foundation
The RSCC Foundation shall operate in compliance with this policy.
